What is racking compliance in NZ?

Racking compliance means your warehouse storage systems meet the requirements of AS/NZS 4084:2023 and the New Zealand Building Code. It’s about having the right documentation, proper installation and ongoing maintenance that proves your racking is safe, structurally sound and fit for purpose.

WorkSafe New Zealand expects warehouse operators to maintain safe racking systems through regular inspections and proper documentation. Compliance typically becomes necessary when you install new racking, reconfigure existing systems, experience seismic events, relocate your warehouse, discover damage or conduct your annual safety checks.

The warehouse compliance process (PS1–PS4)

At Storepro we take a staged approach to compliance facilitation:

Step 1 — Inspection and audit

Every compliance journey starts with understanding what you have. Our qualified inspectors assess your existing racking condition, checking structural integrity, reviewing current layouts and verifying load signage accuracy. We grade any damage according to industry standards, evaluate seismic bracing adequacy and measure clearances for safe operation.

This initial audit creates your baseline. We document everything – from minor surface damage to critical structural concerns. You receive a comprehensive report detailing findings, risk ratings and recommended actions. No surprises, just clear information about your racking’s current state.

Step 2 — PS1 (Design)

The PS1 Producer Statement confirms your racking design meets New Zealand Building Code requirements and AS/NZS 4084:2023 standards. Our structural engineers prepare detailed calculations proving your system can safely handle specified loads under New Zealand conditions, including seismic forces.

This isn’t generic paperwork. Every PS1 reflects your specific warehouse layout, your actual load requirements and your actual address within a particular local seismic zone. Engineers consider floor / slab construction and conditions, building structure and operational patterns to create designs that work in practice, not just theory.

Step 3 — PS2 (Design review)

For complex or large-scale systems, an independent engineer reviews the PS1 design through a PS2 Producer Statement. This second set of expert eyes provides additional assurance that calculations are correct, assumptions are valid and safety factors are appropriate.

The PS2 review catches potential issues before installation begins. It validates structural calculations, confirms compliance with standards and verifies that the design properly addresses site-specific challenges. This independent verification gives councils, insurers and operators confidence in the proposed solution.

Step 4 — Building consent application

New Zealand councils require building consent for pallet racking installations. We compile everything needed – engineering drawings, load rating charts, seismic calculations, material schedules and producer statements. Our team knows what each council expects and how to present information for smooth processing.

We handle council liaison throughout the process. When the council has questions, we provide answers. If additional information is needed, we may need extra details from you or your landlord . Your consent application moves through the system efficiently because we’ve done this hundreds of times before.

Step 5 — Installation and PS3 (Construction)

Qualified installers build your racking exactly to the approved design and consent specifications. Every anchor gets torqued correctly. Every beam locks properly. Every brace connects securely. The PS3 Producer Statement confirms that construction matches the consented design.

Installation quality matters as much as design quality. Proper assembly techniques, correct components and careful workmanship ensure your racking performs as engineered. Our installers understand that shortcuts compromise safety – there’s only one way to do this job, and that’s properly.

Step 6 — PS4 (Construction review)

After installation, an engineer conducts a final inspection. They verify that the constructed racking matches approved plans, that installation quality meets standards and that all safety systems function correctly. The PS4 Producer Statement provides your final compliance confirmation.

Engineers check anchor installations, measure critical dimensions, verify component specifications and test load capacities. They ensure your racking is ready for safe operation at designed loads.

Step 7 — Ongoing inspections and maintenance

Compliance doesn’t end at installation. Regular inspections identify developing issues before they become problems. Damage gets repaired promptly. Load signs stay current. Documentation remains up-to-date.

We establish inspection schedules based on your operation’s intensity. High-traffic warehouses might need quarterly checks. Lower-intensity operations could manage with annual reviews. WorkSafe recommends at least yearly inspections by qualified personnel.

Deliverables you receive: Complete layout drawings, current load rating signs, engineering calculations, detailed damage reports, remedial work scopes, all producer statements (PS1–PS4), full consent documentation packages and final compliance certificates.

Common issues that we fix

Missing or incorrect load signage

Every bay needs clear, accurate load rating signs. We find many warehouses with missing signs, faded text or ratings that don’t match current configurations. Updated signage takes minimal effort but provides critical safety information for operators.

Damaged frames and beams

Forklift impacts happen. Over time, small dents become structural weaknesses. We assess damage severity, determining what needs immediate replacement versus what can be monitored. Our repair strategies minimise disruption while maintaining safety.

Insufficient seismic bracing

New Zealand’s seismic activity demands proper bracing. Older installations often lack adequate restraint for current standards. We design and install additional bracing that brings your racking up to current seismic requirements without major system replacement.

Incorrect installation details

Missing beam locks, inadequate anchoring and improper fixing spacing compromise racking integrity. These issues often go unnoticed until inspection but are straightforward to rectify when identified. We systematically check and correct installation deficiencies.

 

Clearance and access problems

Proper clearances ensure safe operation and emergency egress. Racking too close to walls, inadequate aisle widths and blocked fire equipment create hazards. We redesign layouts to maintain required clearances while preserving storage capacity.
