A reinstalled racking system is not a certified racking system. The components have been disassembled, loaded onto transport, moved between sites and rebuilt by a crew working to a deadline. Damage can be introduced at any of those stages without being visible to the people who carried out the work. The installation record from the previous site, the load notices on the bays and the last inspection report all relate to a configuration that no longer exists.
Under the Health and Safety at Work Act 2015, the PCBU (Person Conducting a Business or Undertaking) at the new site holds the duty of care for racking safety from the moment stock is placed in the system. That obligation does not begin after a settling-in period. A post-relocation racking inspection is the mechanism that confirms the system is safe and compliant before that moment arrives.
Why the previous inspection does not carry over
A racking inspection (and producer statements) certifies a system in a specific configuration at a specific location. Relocation ends that certification. When racking is disassembled, transported and reinstalled, it must be treated as a new installation for compliance purposes under AS/NZS 4084:2023. The previous site’s inspection report, installation record and load notices cannot be transferred to the new site because they describe a system that no longer exists in that form.
At the new site, three things must be in place before the system goes into service: an installation record for the reinstalled configuration, load notices on every bay reflecting the current beam configuration and load ratings, and an independent inspection conducted against the new installation. A relocation does not extend the previous inspection cycle. It starts a new one.
The PCBU duty and when it activates
The PCBU is the legal entity responsible for racking safety at the new site under the Health and Safety at Work Act 2015. That duty activates from the first day of operations, not after a review period. In practical terms, it requires the racking to be installed to an engineered specification, load notices to be displayed on every bay and an installation record to be available for WorkSafe NZ audit.
Operating a reinstalled system without a current inspection record creates regulatory exposure, can invalidate insurance coverage and creates direct liability in the event of a collapse or injury. The absence of that documentation does not reduce the obligation; it increases the consequence of non-compliance.

What damage to look for after a move
Racking components are structural steel with dimensional tolerances that determine load-bearing performance. Damage introduced during disassembly, transit or reinstallation can sit within those tolerances visually while exceeding them structurally. The damage types most commonly identified after a relocation are:
- Bent or bowed uprights: deformation that exceeds AS/NZS 4084:2023 tolerances may not be detectable without measurement
- Damaged beam-to-upright connectors: hooks, clips and safety locks take impact during handling and stacking in transit
- Corroded or deformed baseplates: contact with vehicle floors or concrete during transport introduces surface damage that affects anchor integrity
- Missing safety pins: frequently lost during disassembly and not replaced during reinstallation
- Plumb and level deviation: uprights installed out of vertical alignment create eccentric loading that worsens over time
- Under-torqued or absent anchor bolts: floor fixings are among the most commonly missed items in a pressured reinstallation
- Cross-bracing damage: bracing members damaged in transit reduce the system’s lateral stiffness under load
Internal staff cannot reliably identify all of these through a visual walk. An independent inspection by a qualified external inspector assesses each component against the tolerances defined in the standard.
What a post-relocation racking inspection involves
A post-relocation racking inspection is an independent structural assessment of the reinstalled system, conducted by a competent person as defined by AS4084.2:2023. Under the 2023 edition of the standard, internal staff do not satisfy this requirement; the inspection must be conducted by an independent external provider.
The inspector walks every aisle, examines every bay and checks each component against the requirements of AS/NZS 4084:2023. Every defect is photographed, logged and mapped to a floor plan so the operator can locate and action each item. The inspector also confirms that load notices are present on every bay, that they reflect the reinstalled configuration, and that the installation record is complete. How the graded damage report works
The graded damage report is the formal output of the inspection. It categorises every identified defect by severity so the operator can prioritise remediation.

“Immediate Action Required” items are flagged in real time during the inspection; the bay must be taken out of service before the inspector moves on. Each classification comes with a practical recommendation: damaged uprights may require replacement or rotation, and overloaded or reconfigured bays may need new load signage or beam upgrades.
Load notices and documentation
Load notices must be fitted before the reinstalled system goes into service. The notice must reflect the maximum permissible unit load and beam configuration of the new installation, not the previous site. Where beam levels, bay heights or load ratings have changed during reinstallation, new notices must be produced to match the current configuration.
The PCBU must retain the following documentation at the new site: the installation record for the reinstalled system, the post-relocation inspection report, and a log of any repairs or corrective actions taken in response to the report.
